ASICs are great! TPUs are solid, just as you said. If startups shoulder that cost, there is still the software and community problem. If this is not available, it gets difficult. The main problem with ASICs is usability. The fastest accelerator is worthless if you cannot use it! That is why all Intel accelerators failed. Once you get a usable ASIC, it is about community. NVIDIA GPUs have such a large community that if you have a problem, you can find a solution easily by googling or by asking a random person on the internet.
